Hello Stakeholders!
We were recently made aware of a statewide change to budget submissions to ensure consistency throughout all Regional Field Offices. This change goes into effect June 1, 2026.
What to know:
- All submissions must follow a single, statewide process
- All required documentation and pre-requisites must be complete and confirmed prior to submission
- Verification of a current CAS/CANS assessment is required prior to submission
- We are working to ensure each participant’s current CAS/CANS assessment date is easily accessible within the Portal. Please note that current assessment timeframes are as follows:
- CAS – for participants 18 and over – needed every 2 years
- CANS – for participants 17 and under – needed annually
- If you have not had a CAS or CANS in the time required, please reach out to your Care Manager to assist with getting one scheduled ASAP.
- ISS will not be permitted to submit any budget requests to OPWDD after May 30, 2026 without this.
- This does not change existing assessment timelines or PRA methodology; It establishes a consistent verification step aligned with current requirements.

- Memorandum establishing the statewide Self-Direction budget submission standards and expectations effective June 1, 2026
- Quick Reference Guide (QRG) outlining submission requirements by budget type, including required documentation and verification expectations.
We have begun altering our internal processes to ensure we are prepared to meet these new requirements. Please note: Budgets submitted on or after June 1, 2026 must meet these requirements to be accepted for review.
Any questions or concerns, please reach out to mabbatiello@issny.org or review@issny.org.
Thank you!
