As you know, Independent Support Services, Inc. (ISS/ISSNY) is committed to continuously improving our agency’s services for the betterment of our participants and their circles of support (COS).
In our ongoing efforts to provide the highest quality of services, ISSNY has revised our Memorandum of Understanding (MOU) for the Provision of Fiscal Intermediary (FI) Services.
As per the attached MOU compliance policy and procedure, effective immediately, ISSNY will require annual reviews of the Memorandum of Understanding (MOU) for each participant. The updated MOU will be provided to each participant and/or their designee(s) via ISSNY’s Learning Management System (LMS).
The LMS can be found in your ISS Portal Account in the “My Learning” section. When doing so, please be advised that you are required to download TWO documents: (1) The Memorandum of Understanding (MOU) and (2) The MOU Acknowledgement of Receipt.
Additionally, ISSNY has undergone an internal restructure, which primarily involves our Program and Quality Assurance/Corporate Compliance (QA/CC) Departments, as shown in the below hierarchies:

As of August 3, 2026, Program Compliance Managers (PCMs) will be working closely with Self-Direction Coordinators (SDCs) to ensure documentation is obtained by ISSNY within the required OPWDD timeframes.
Participants and their circle of support (COS) members may be contacted by Program Compliance Managers (PCMs), via email (compliance@issny.org) or phone, as necessary and prior to escalating any ongoing noncompliance to Quality Assurance (qualityassurance@issny.org).
Please note that Self-Direction Coordinators (SDCs) will remain the first point-of-contact at ISSNY regarding participants’ documentation compliance and Self-Directed services.
Our goal is to make this transition as smooth as possible for participants, their circles of support (COS), and our administrative staff. We want to thank you all in advance for your understanding and collaboration in these matters.
