Dear ISS Stakeholders,

We are reaching out to share an important update about how ISS will process expenses and reimbursements. We recognize how important timely reimbursements are to the people and families we support, and we are committed to making this transition as smooth and predictable as possible.

As a follow-up to our June 22, 2026 e-blast, OPWDD began strictly enforcing Medicaid Edit 02292-ClaimSubmission Limit Exceeded, effective June 1, 2026. This limits providers to five claims per month, per person, per service, with a planned decrease to three claims per month. Most services in your Self-Direction budget-including Fiscal Intermediary, Brokerage, Community Habilitation, Respite, SEMP, Live-in Caregiver, and IDGS – are funded through Medicaid.

What is changing?

To proactively adapt to these requirements and support consistent, reliable processing, ISS will begin anew biweekly expense reimbursement and invoice payment schedule effective the week of October 16,2026. Moving forward, reimbursements and checks will be processed every two weeks, aligned with our Self-Hired Staff payroll schedule. Due to our internal processing deadlines, checks and ACH deposits will be made during the weeks that align with our payroll pay date.

This change will help us establish a more predictable process while continuing to meet Medicaid requirements. Our goal is to provide you with clear expectations and the information you need to plan ahead.

We are here to support you.

We understand that reimbursements play an important role in helping participants remain active in their communities and pursue greater independence. Our team remains committed to processing expenses as efficiently and smoothly as possible, and we will continue working with you to address questions or concerns throughout this transition.

Join us for our Circle of Support Council Meeting.

We invite you to our 3rd Quarter Circle of Support Council Meeting on Tuesday, September 29, 2026, at 7:00 p.m. ISS leadership will present the upcoming changes and answer questions. We encourage you to attend and participate in the discussion. Please submit your questions in advance so we can prepare a helpful FAQ to include in the presentation. If you are interested in attending the Circle of Support Council Meeting, and haven’t RSVP’d yet, please email Family@issny.org. The virtual meeting information will be shared with you soon.

How you can help ensure timely processing?

Please continue to review and approve staff timesheets promptly and submit invoices and reimbursement requests through the Harmonix Expense Portal. Double-checking that all required documentation is included will help us prevent avoidable delays and keep reimbursements moving efficiently.
In addition, please regularly review the “My Expense > My Uploads” section of your portal for any “returned” expenses that will need to be resubmitted.

Thank you for your continued partnership, patience, and understanding as we adapt to these requirements together. We remain committed to supporting you and the people you serve. If you have any questions or concerns, please reach out to your Self-Direction Coordinator, who will work with leadership to provide the information you need.

Warm regards,

Independent Support Services, Inc.
